Which permit office covers your address

Flood risk: check your own address

Plant City flooded badly during Hurricane Milton in October 2024. City Manager Bill McDaniel said the city got roughly 13.5 inches of rain, that crews rescued 35 people overnight, and that flooding reached levels he had never seen. That was an official’s estimate, not a weather-service measurement, but it shows that heavy rain, not only storm surge, can be the problem here.

Hillsborough County explains that evacuation zones and flood zones are different things. Evacuation zones (A to E) are based on storm surge. Flood zones are federal designations of flooding risk year round, including from heavy rain, and a home can sit outside any evacuation zone and still be in a high-risk flood zone. You can look up your address on the FEMA Flood Map Service Center, or use the “Find my flood zone” page in the Flooding section of hcfl.gov.

If your home sits low, ask the pro how high it is set above grade and how the lot drains. A vapor barrier helps with ground moisture, but it does not stop floodwater.

Wind ratings for manufactured homes

Manufactured homes built since July 1994 are built to one of three HUD wind zones. Under the federal standard (24 CFR 3280.305), Zone II homes are designed for winds of 100 mph and Zone III homes for 110 mph. That rule lists 14 Florida counties in Wind Zone III, including nearby Pinellas, Manatee and Sarasota. Hillsborough is not on that list, so it is Wind Zone II, the same as Polk. A home may not be installed in a wind zone above the one it was designed for. To see what your home was built for, find its HUD data plate: federal rules (24 CFR 3280.5) put it near the main electrical panel or in another readily accessible spot, and it lists the home’s wind zone. Homes built before July 1994 were not built to these zones, which is one reason older homes need extra attention to tie-downs.

Hurricane evacuation for mobile homes in Hillsborough County

Hillsborough County has ordered mobile and manufactured homes to evacuate even when most other homes outside the surge zones were not. In August 2023 the county issued an order for all homes in Zone A, plus manufactured and mobile homes. Ahead of Hurricane Milton in October 2024, the county issued a mandatory evacuation for Zones A and B and all mobile and manufactured homes.

  • Know your zone before the season starts. Zones run A to E, and some areas are not in any zone.
  • Sign up for HCFL Alert, the county’s official notification system, at hcfl.gov/StaySafe.
  • The county says shelters are a last resort, and it offers pet-friendly shelters during evacuations. Pets need proof of rabies vaccination and, for dogs and cats, a license.
  • For other questions, the county’s At Your Service help page is at hcfl.gov/atyourservice.

For prep steps, see our Florida mobile home hurricane checklist. Good tie-downs matter, but an evacuation order for your home type still applies.
